The Powers
The Powers are artificial humanoids made to keep guard over the seven angels if they ever fall (are dispatched), as well as to be the Gotei 13 captains of the campaign. Like the actual Gotei 13, they are mostly unaware of how fucked up everything is.
The Angels are described using the descriptions of the Power guarding them. The First Caliph and his surrounding corpus established the Angels as entities who oversee the Pact of Solomon — to learn they are paracausal weapons deployed to punish a deity would make things sound a lot more war-like rather than divine-on-divine punishment mediated through mankind’s hand.
